The application and registration process has officially commenced under Amnesty Law No. 7592 (Provisional Article 85 added to Law No. 2547), published in the Official Gazette dated 09 August 2026 and numbered 33335[cite: 1].

Applications will be received online between 09.08.2026 and 09.12.2026 (until 23:59)[cite: 1]. Applicants who complete their submissions by 28 September 2026 may begin their studies in the 2026–2027 Fall semester; those applying after this date will be eligible to start in the Spring semester[cite: 1].
